One scholar reported that they were denied access in spring 2018 and that the archival regulations there specifically state that one needs an introduction letter from the "competent authorities" (有关主管部门), and that this was interpreted to mean a letter of permission from whichever local 当局 of archives one wishes to access. The letter of introduction from a Chinese university, which had been sufficient at other municipal and provincial archives, did not suffice.
